SWI Description:
From February 1992 to July 1997, the orphanage resided in a one-room building known as the "Welfare Factory." It held 25 cribs. Previous to being converted into the orphanage, it was used to make stove covers. The director during this early period was Yang Wei Lian. She retired in May 1995, and Mr. Lin Qing was named director. He named as his assistant director the orphanage accountant, Mr. Huang Ri Hui. The children adopted during this period were given the last name of "Guo."

In July 1997, the first dedicated orphanage facility was completed. This five-story building had four babyrooms, located on the second (1), third (2) and fourth (1) levels. This facility was closed in June 2003, and is now used as an Old Folk's home. Around 1999, the children began to given the name of "Lin" as the last name, that being the last name of Director Lin.

The current facility was completed in June 2003, and is next door to the old facility. This three-story building has four baby rooms, on levels two and three. Each room has about 10 children. In April 2003, Mr. Lin was promoted to the Civil Affairs Bureau, and Mr. Huang was tapped as the new director. Mr. Huang began surnaming the children "Dian," but was soon informed by the CCAA that this name was not appropriate. So, with 40 children named "Dian," the orphanage changed the surname to "Bai" around August 2003, and that surname is still used today.

In 2001, the orphanage district was restructured to make room for the creation of the Maoming-Maogang District orphanage in 2003. Qijing, Potou and several other western towns were shifted from Dianbai to the new Maogang orphanage.

Misc. Information:
Dianbai County was established in 528 AD, and covers a geographical area of 2,180 square kilometers. Its population is about 450,000 people. The county encompasses 25 towns. The government center, in which the orphanage is located, is called Shuidong Town. Previous to 1960, the government center was located in Dian Town (Diancheng), located about 20 kilometers east of Shuidong Town. The eastern and northern parts of the county are rural and hilly, with small farms. South and west are flat delta plains that end on the coast of the South China Sea.

The average temperature is 23 degrees C. (January 15.9, July 28.5).

By bus DianBai is located 5 hours west of Guangzhou on the South China Sea. It is 20 minutes by taxi south of Maoming City, which can be reached by train from Guangzhou. It is a rural farming town, with a large fishing port located in Bohe Village. Dianbai can be reached by express bus from the Guangzhou Provincial Bus Station, or by train through Maoming. Tourist destinations include the ancient arch in Diancheng, the "#1 Beach" resort, and "Chicken Island." Another interesting sight is the large fishing port in Bohe.

Director:
The director of the orphanage is Mr. Huang Ri Hui. Mr. Huang has a long history with the orphanage, serving first as the orphanage accountant, then assistant director under Mr. Lin until 2004, and finally as the current director.
